To support what Dieter has stated:

Using Freeport Neutrality Zone as a safety blanket against an enemy is considered to be a violation of the FNZ policy. Most Zoners absolutely loathe characters that break this rule. It's considered to be as dangerous as pointing a gun at a Freeport.

Also, using a FP to launch a raid is unacceptable.
