OK, here's the only really workable solution to this problem which is causing far more anger and bad feelings amongst players than it really deserves.

1. Stop looking for someone to blame over this whole issue. Some blame Zoners for complaining OORP, some blame QCP for acting in poor RP, some blame admins for intervening in a RP issue. Whatever. I'm not going to tell you who I think has acted wrongly or should be blamed for this because it is not helpful. Instead, people should simply accept the point we are at and look for solutions.

2. Solutions; have to be inRP. Setting OORP limits on what any players can or cannot do will only cause more resentment. Zoners want not to get shot at for reasons they cannot control, QCP want to fight off the corsairs who threaten Bretonia and cut trade to Kusari. These goals are not incompatible. Hence, it should be in both parties interests to reach some sort of RP agreement, even if it is under-the-table style negotiations. So, do so. Doesn't have to be rushed, or forced in an artificial way, it should be the natural RP result of the current situation. The only other alternatives to negoitation would be detrimenatal to both the efforts of QCP and Zoners. So, negotiate, something similar to what dieter suggested about not letting corsairs hide in the NFZs if they are launching raids, it is a good and workable idea.
