I can see them being useful for lawfuls against pirates. IE, people who hand the LPI the shredded bulkhead of a notorious pirate's ship should get rewarded for that.
But just suddenly placing a 'blanket bounty' on the Zoners seems a little silly.
The QCP declaring 'war' on them I can see happening, its one political/military entity refusing to acknowledge the neutrality of another. I can't see someone just saying "I personally dislike Zoners, so Ill pay anyone who can bring me their heads."
Theres two kinds of grievances in Freelancer;
1; personal between characters, which is often what bounties are for...
2; war/animosity between factions.
The issue with declaring war on all Zoners is the very same issue as with the blanket bounties.
Zoners are not a unified big house. They're individuals. Some more organized, some less and some thrive in chaos :crazy:. But just declaring war on all Zoners for things happening in one system means that Zoners living on the other side of Sirius suddenly are also valid targets.
As for QCP's actions. As I stated above, antagonizing both Corsairs _and_ Zoners with the goal of causing a rift in the Zoner-Corsair relations on the planet is the wrong way to go about it, it'll only have the opposite effect as now both Zoner and Corsair inhabitants can start swearing about the Brets causing them trouble over a beer in the pub.
If the QCP would observe the NFZ, then the issue is reduced to what Zoners already face wherever they go: The chance of being pirated the moment they leave the area of the Freeports or GC.
