Greetings,

This is Petrucci of the VR. Today, I come to you with a proposition.

I have been conducting considerable research on these Outcast weapons of yours known as "Inferno Pulse Cannons". I have heard, and seen what they can do in the right hands. From experience and intelligence reports that we have gathered, I have determined that if the Vagrant Raiders were allowed to come into possession of a few of these pulse cannons, several problems could be solved for us, and in return, we may be able to assist you with some of your own.

Several sources of mine has told me of a problem that you have been having, and that is of per say, "Rogue" Outcasts squandaring Outcast resources, by taking Tridente-class Gunships into Liberty, away from the Warzone, and using them for personal gain. In return for allowing us to use several Infernos, we are willing to scout for you in Liberty. We can provide you with the names, identification cards, and loadouts of these unauthorized gunboats in Liberty.

One of our main problems is of a tactical nature. In response to the growing amounts of Tridente gunships in Liberty, the lawful forces have been creating more and more Gunboat class vessels, and the Bounty Hunters Guild has been deploying increasing numbers of Bottlenose and Orca class vessels. This is most troubling, as not all VR own Broadsword-class bombers, they mainly fly Sabres and Bayonets. These Gunships have been tearing lone, or paired VR Fighters to pieces. However, if they were armed with Inferno pulse cannons, they could be given at least a fighting chance against the Gunboats.

In addition to identifying the astray gunboats, we are also willing to offer intelligence of the following kind:

• Any intelligence that can be gathered on the growing movement of Corsair ships in Liberty.
  
  
• Positioning of Anti-Slaver/Cardamine hostiles along the escorting routes from Liberty to Omicron Alpha
  
  
• Any significant or unusual mobilization of Liberty Security Force or Liberty Navy forces
  

As sort of a down payment on our promise, I have a report of an Anti-Slaver group in the Sigma-13 system. Information from the Junker involved in the incident is sketchy, as it takes hours at a time for him to arouse from his unstable mental state, but he remembers seeing three ships, a Raven's Talon, and Civillian Roc Bombers. The Junker captain said he was ambushed near the Sigma 13 to Frankfurt Jump Hole. The Civillian Rocs had two Supernova Anti-matter cannons between them, and the Raven's Talon was heavily outfitted, with GOLDEN BLADE Codenamed-weapons. That was all the pilot could tell us, before he had to be restrained in his padded white cell. We recommend that all Slave ships headed for that area are informed of the situation, and have a heavy escort, which of course, we are still willing to provide.

As an additional token of out intent, I relay this information concerning the Corsairs to you: After escorting a Junker Slaver vessel into the Border Worlds, I encountered a Corsair cruiser in Bering. I quickly shrouded myself in the nearby asteroid field where I noticed the presence of an unaffiliated fighter, escorting the cruiser. Before they left sensor range I scanned the Cruiser, and from the quantities of ammunition, nanobots, small arms, and nuclear devices aboard, I would say it was ready for battle. Needless to say, the presence of the unaffiliated escort is concerning. The Corsairs do indeed have people sympathetic to their cause in Liberty. We must find them, before they can do real damage to both of our operations.

As a small side note, just prior to this message, I sent out my Head of Intelligence on a fact-finding mission. He should be able to report here within the next few days on his findings.

I hope this arrangement is fair, the information and the credits necessary to construct the Inferno Pulse Cannons, for the Cannons themselves. This is a large matter to consider, and we thank you for your consideration and await a timely response.
