Allowed ships: Fighters, Bombers
Carrying unmounted IDs in your ship, as well as not equipping an ID, is a serious crime. Vigilantes are often considered to be unlawful and may be engaged by the lawful house police and house military. Players using the Vigilante ID MUST have a lawful tag and their equipment and area of operation must also reflect their tag.

A few people have voiced complaints about this ID, and I have a few issues as well. So, here's my thoughts on revising it:

I removed the Omega restriction because it doesn't make sense to me. Corsairs hang out there? By that logic, axe the Taus - there's Outcasts there. Trade lanes? Omega-3 and Omega-7. Adding individual exceptions? No, I'm trying to simplify this. The region sits between Bretonia and Rheinland, just like Sigma between Rheinland and Kusari and Tau between Bretonia and Kusari.

This whole section needs to be fixed. No other ID lists specific ships, except as exceptions from the normal list. Therefore, I suggest axing this, make a list in the rules. Like all the other IDs have. This also makes it easier for other servers to have their own rules on the subject. I'll propose a specific list at the end.

Freelancers work for themselves. Logically their own personal goals might coincide with those of a vigilante. Also, I doubt house police would turn down help against terrorists. Note that I'm no expert on the topic here, the above list is meant to include any terrorist faction (or faction considered such by the authorities, at least) - correct me if there's more or if I got one wrong.

I added planets to allow some more areas for them to dock, and planets have enough traffic that they probably don't scan people too intensely. I omitted capital planets because, while they wouldn't get investigated thoroughly by the automated docking ring, the swarm of ships nearby probably would take a more keen interest in the person. It's a little more complicated, but it's an improvement.

So what does this give us?

I removed the "area of operation must reflect tag" thing because all the police IFFs look the same, and anyone who's going to try the Sirius-wide police thing will use BHG. I also added Freelancer because it's completely neutral; the only other purpose I can see of it, therefore, is to provide a warning to anyone you're about to kill, and 1: you have to speak before engaging anyway, and 2: Pirate ID can use it, even though freelancers aren't hostile to traders, why should it not be allowed both ways?

I added Freighters because some of them might want to capture their targets instead of outright killing them. Perhaps for future sun-dumping, perhaps for tying them up in front of the police department. They don't all have to be out to kill them, some of them just resort to extralegal methods of detainment.

(see? it's not just slavers that can twist words to make them sound better.:P)

Proposed Equipment:
Well, you probably want a list for some reason instead of the categories that everyone else does okay with.
Civilian Fighters and Bombers:
Starflier, Startracker, Starblazer
Hawk, Falcon, Griffin, Eagle, Roc
Kingfisher
Havoc Mk2
Tiger Shark
Marauder, Crow (Civilian/Generic)
Raven's Talon (IMG, black market)
Charon (IMG/Civilian)
Ki, Saishi, Touketsu, Wasupu (Renzu, Civilian)
Virage (Zoner, open market)

Civilian Freighters:
Anki
Civilian Freighter (exactly what it says on the tin really)
Rhino
Humpback
Clydesdale
Drone
Dromedary
X-Shuttle
Camara

Guns:
Civilian and Generic.
