There are some, though no 'generic' ID has a shiplist as far as I'm aware. Bretonian Privateer ID can only use Bretonian and Civilian ships (with a couple noted exceptions), for example. The question is whether the Vigilante ID is really all that 'generic'... While it technically is, it's a very specific kind of 'generic'. Without limiting them to civilian ships (or a specific list, but I prefer just any civvie ship) you'll have Vigilantes running around in BHG and House military ships.
