Maybe we can add the Outcasts (and logically the Corsairs, considering Bretonia's issues with them), but I seem to recall a rumor on one of the battleships saying that the Hackers and Rogues were considered purely the LPI's problem, the Navy only dealing with the Xenos and Outcasts - which would indicate that Liberty considers the Xenos more of a threat than the Rogues and Hackers.

My specific list in that particular line wasn't exactly complete, that's one of the main things I want to refine.
