Aren't Falcatas Outcast ships and not real borderworld ones like the Sabre?

Just asking.

The reason is simple.

Smokeone is Hessian aligned. Hessians are allied to Bundschuh.

As a consequence of the Reapers of Sirius abandoning the Outcasts to follow their own "path", during the Role-Play they became enemy with the RHA also known as Red Hessian Army. After a bunch of Role-Play events, this later evolved to: All Rheinland Unlawfuls went hostile with the Outcasts (at least if they enter their space).
