Let me now outline the various aspects of visitations by the ZAS.

There are three types of facilities we run, each presents its own managerial challenges.

First there are our Minimum Security Facilities. Here we have very few issues, and any registered visitor is free to inspect at any time. These facilities do not house people onsite, they are purely work venues. Workers here are mostly refugees with invalid documents, as well as segregated facilities for low-risk prisoners on part-time work programmes. The people actually live in the local free settlements on Miura.


Secondly, and perhaps most problematic for us, are the Medium Security Facilities. Full-time work programmes for low to medium risk persons are carried out here. Whilst the status of a convicted criminal incarcerated in such a facility is known - what is not known is the status of refugees being housed here due to incidents at the Minimum Security Facilities, or in the towns.

I suspect that some of these people are 'falling through the cracks' and may simply be mentally ill, or suffering from post traumatic stress disorder. If abuse is going unreported, this is where it is going to be.


Thirdly, there are out Maximum Security Facilities. Make no mistake these are not picnic venues! There is however a distinction here between a facility secured for hardened criminals, and one for POWs.

As for Penal Facilities, if visitation rights can be arranged with the local wardens, then all well and good. I would not, however, any reports on the mutterings of our most nefarious scum to be given a high priority...

As for our Bretonian 'guests'. Direct access cannot be granted without permission from KNF High Command. Even if this is not granted, the ZAS could still assist.

Most of our PoWs are enlisted men, not Officers. Kusari would probably like to retain the officers for interrogation and security. But without the cohesion and discipline provided by the Officers - many enlisted men might not see themselves as BAF anymore. Rather they would see themselves as civilians, with no hdesire other than to return home.

So when I see an increase in radiation sickness among the enlisted men, along with a commensurate rise in applications for repatriation due to Permanent Incapacity - I begin to suspect it is deliberate sabotage of the personal protective equipment we give as a matter of course.

And frankly, I get the impression that Kusari doesnt care. From their perspective, if a POW cannot be made to serve their war effort, then they can be just as useful as a burden on Bretonia. If Kusari could be persuaded to release more of the lower-ranked officers to us then perhaps order could be restored, and the men could regain some of their warrior spirit - at least enough to prevent further acts of self-harm!


To conclude, perhaps one day we can formalise repatriation, with persons of all status shipped off Miura as Passengers. Until then we have need of your services, such as they are.

If you can find a willing market for Pharmaceuticals or Consumer Goods then by all means you are free to engage in whatever trade or charitable acts you see fit. I am sure that many would appreciate comfort packages, or better yet messages from home.

If you are willing to sponsor a Psychotherapy and Crisis Center on Miura it would be most beneficial in identifying persons at risk BEFORE they wind up in a higher security facility.

Finally, the ZAS could be instrumental in establishing an employee training programme. This could cover ares such as cultural issues, diversity in the workplace, as well as identifying persons deemed 'at risk.
