The Council and the civilians :

The council have always been close to the civilian populations, trying to free them of government oppresion.
A lot of civilian is for helping the council by many things : spying, financial or material help, enlistment.

For this final possibility, the Council have always been recruiting members of all the gallians systems.
Now the council, with is foreign politic, accept to recruit sirius houses pilots, only if they not in a other faction.

The council have always helped the new pilots by financing them ships, weapons and learn them the art of space fight. The council use an new kind of rank progression, any soldier, can progress if he is a good soldier, no "degree" requested, only the fight experience.

For any application, an officer got an office in the languedoc system and the champagne system.
Everyone can join the council in his fight against oppresion.
