This seems more and more like QCP is doing whatever it can to make these negotiations fail. If you want the Council of Zoners to make ANY sort of decision on this, then you send a formal message to the Council. If you don't, then no decision can or will be made. Any blame would fall on QCP's shoulders as purposefully refusing to provide any sort of demands or offers to the Council of Zoners.
Suggestion: The CoZ elect a bloke to be the go between. The bloke takes proposals to the Coz, gets them voted on, takes them back to the 1 on 1 with the QCP rep.
And I think I'll adopt this proposal for dealing with the CoZ. Much easier on me.
