Diplomacy with other factions :

The council have always been an appreciated faction of the gallic civilians. The difference with the other factions of gallia, is that the council have never attacked a convoy. So council have an "unfriendly" position with traders who's not allies with us, we let the pirating to their brothers brigands and corses. This is their rules :

1-The council is an military organization, any of their members must obey to their superiors orders. Any non-application of theirs orders must be reported to the commandant and will be sanctioned.

2-The council is not a terrorist or pirate organisation, any attack of civilians/traders/miner is prohibited even they aren't trading for us or government. But a pilot can defend himself and destroy this trader if he is attacked.

3-Attack civilian (gallian corporations like EFL or GMS are civilians) base is prohibited, but a pilot can defend himself by destroying the weapons of the station.

4-War politic :
4.1-In the champagne and languedoc system, any GRN or GPN presence in the system is considered as an attack, any pilot can attack them but if an other pilot is present, its preferable to wait for help and must report to the high command.
4.2-Outside of the 2 cited systems, any war act alone is prohibited, a 2 person group minimum is needed. For any war act, a authorisation must be asked to the commandant or the vice-amiral or the amiral. If you are attacked in theses system, you can defend yourself. But any war act must be reported to amiral.
4.3-Base attacking : Any attack on a base/station/capital ship need a 3 soldiers group and an officer must be present. A base attack must be approved by the vice-amiral or the amiral. The war act must be reported to the vice-amiral and amiral.

5-Foreign politic :
5.1 foreign civilians are ok to pass into our system, but you must avert them that any attack on our pilots/bases is prohibited, and if they attack, they will be destroyed.
5.2 foreign military organisations (bounty hunters, mercenary) : They aren't our friends, watch-out, they will maybe attack you, prevent them like civilians.
5.3 foreign military forces : Prevent them that we are not the GRN, we don't want any hostility act between sirius and gallia. If the military forces engage you, defend you and go back to station, call for reinforcement. If they pacifist, tell them they are welcome in the languedoc system, but not in the other systems and if they attack any of our ship or base, they will be attacked in return. If an sirius house ambassador is comming with his escort, he must stay at the montpellier guard station before the amiral talk with him.
