Zoner NFS and the Order

I have noticed more and more Bounty Hunters taking shelter at Freeport 11 from the Order. Today I saw an Order guy in my group fire a warning shot at a BH at FP11 who then switched to a Zoner Cruiser and started shooting at him for breaking the no fire zone. I want to point out that by warning shot I mean 70% shield loss and that I don't want to flame the guy who did it nor mention his name because I can see where he is coming from as well.

We all know the NFZ is just a role-play rule and not really a rule but it's still enforced server side by players as such so it merits a discussion. Before I start ranting a bit I'd like to point out that some of the best and most respectable/fair people roleplay BH and BHG so it's not me hating anyone who roleplays one.

Zoners like to be neutral with everyone and not cause too much trouble but here's what I don't understand. The Zoners are allies with The Order. Allies...not neutral...Allies. Why would the Zoners allow the BHG to launch attacks from Freeport 11 on their friends? Why wouldn't their friends be allowed to attack their enemies at their friend's bases? This is a special case since the Zoners other allies, the GMG would not have to test this issue.

I personally believe that the Order has a right to attack BH at allied bases, based on their alliance with the Zoners. Now I am not saying that the Order should just launch fleets towards Freeport and start shooting everything up but I do think the whole "You can't attack me here because this a NFZ" is a little strange. And a Zoner firing on Order to protect a BH seems a little OORP if you ask me. I also think it's worth mentioning that the BH have their own base in Delta now and don't really need to be hanging out there anyway.
