Zoner NFS and the Order

Didn't someone make an RP rule that you can't have Nomads on Freeport 11? I'm inclined to say Jinx made this RP rule, but I'm not sure. If that's the case, then Zoners could restrict the BH from docking and maybe the Order could engage. If that's not the case, then the BH is still protected by the NFZ. However, I can't see a Zoner allowing a BH to dock with Nomads.

On a side note, if a fight was started or someone was provoked outside of the NFZ and someone tries to flee to the NFZ, I think he/she is still liable to get shot because the NFZ doesn't protect engagements/provocations that were started outside the NFZ.
