I have this in mind, but, the peoples of crete and malta arent all warriors, the refugees and the slaves are abundant in both societies, the organization aims to them, not the proud pirates, they have their culture, barbaric but culture at least, the mission of this organization will be to revive and save the history, literature, uses, who bring the Hispania Crew 800 years ago, and give a chance to a lot of people, and when the poor and the needy Hispanics, got new ways of life, the rest would view, the unification as an option.

In Fact, The both hispanic houses would be enemies of this organization.

Just a thing, the chances of an actually Outcasts being a slave are severely slim. So the slaves who wish to save their Hispanic heritage will be few in number. Same goes for the refugees really, the only refugees that are Maltese will be heading from recently attacked/destroyed Outpost to Malta. Of course there will be a few people leaving Outcast culture because of the wars.
