I think the Admins have the fire power to back up the claims of both the miner and the "pirate" belonging to the same person

The miner and pirate were different people. We know this. This sanction is for trying to collect a bounty without posting the bounty on the forum. In addition demanding someone pay you X million credits or be hunted forever is not bounty hunting, it's piracy.
