Looks good, but I don't think you should be enforcing Rheinland Laws outside of Rheinland in the independent systems. What exactly do you mean by 'Securing the outlying areas of Rheinland'? And what is your stance on the corsairs? Do you consider them just normal pirates such as the Hessians or LWB, or do they pose a more serious threat?
EDIT: I don't think you should enforce Rheinland Law's outside of Rheinland in the Independent system because unlawful's usually use those area's for transporting their illegal goods, and if you began enforcing your laws there, it would make it even more difficult to smuggle those goods into Rheinland, which does make perfect RP sense since that IS your objective in doing so, however unlawful's could get annoyed, and the RFP might not have anything to do.
