The community should definitely expand on this idea.

There are already generic pirates. That was the main idea behind the Bretonian Buccaneers. Mr Thacker saw a hole in the market for greedy pirates that weren't motivated by any cause other than lots of credits.

Also, have a look at the Bretonian Timeline on the Wiki. That's already bulking out, with references to a civil war war among other things!
