I don't offen encounter OORP battleships. Rarely if ever due to thier expense, and that has been true for a long time. The most common OORP ships I encounter are cruisers and gunships, so I really do not beleive any further regulation of the specific battleship class is nessary.

I would however like to encourage a license for the other capital ship classes (gunship / cruiser / liners), only because no one needs to own more than one of each.
