There are many problems with this.

Why not restrict bombers or every damn class in the mod? Every single class lolwuts once in a while, its just the capships that are larger and therefore more "noticeable". And please, Do not insult Yoda, even though he does act like he is from starwars, Why dont you judge the Colonial Remnant too? Also, with Official Factions having to approve of the RP would bring in questions about people critizizing other peoples RP, What is "Good" RP and what is "Not Good" is entirely in the hands of the beholder. I personally think it should stay the way it is, There really is no way you can "Restrict" caps, look at how many times they've failed at doing it.

1. Guard ID's. They were originally made to cut down on caps.

2. Placement of Caps in Guard Systems
