Although I barely understand what you are trying to say, I will come up with some words on the parts I understand. Please have a look at this quote from the Rheinland Military ranks:

Admiral - Adm.
Required Ships: Rh Battleship
Allowed Ships: Wrath, Snubnose, Rh Gunboat, Rh Cruiser
Rank Bonus: Full command in absence of Gottkanzler.

I know some peope dislike the idea of being under control of somebody else, but this is not the case here. I know the RM faction and the leadership very well and they (especially Malexa) have my full trust, because of their effort and RP capabilities. I know that they won't abuse their powers and they are an important factor for the faction and Rheinland as a whole.

And it is totally within roleplay to give the Kanzler and the Admiral of the RM a partial control over the MND faction, because it is a part of the Rheinland Military somehow. Please don't look at this faction like on the LSF, who are an independent faction. Rheinland is different and I think the MND is designed good as it is with this rank structure.
