After a little discussion, we are clarifying the policy related to unofficial faction recruitment to be:
- recruitment in game is allowed
- recruitment on the forum is not

To answer your specific questions:

Is the intention that it should be five separate players?

Yes, five separate players are needed.

When the DXI seemed to consist of one pilot I nudged would-be escort/mercenary pilots in that direction. Was this an act not in accordance with Discovery rule?

In game recruitment is allowed and encouraged.
