Kusari has a messed up rep. That's pretty much it... Some corporations in Kusari treat FA and Hogosha as hostile, while the Navy and Police consider them neutral-friendly.

Personally I think Kusari's rep sheet needs a complete make-over. Since when do Famers Alliance and Hogoshan Gunboats sit next to a Naval Forces Battleship and act like the Border Patrol in Kyushu?
