Anyway, was going to say that theoretically, there could just be an extra attitude rule for the NPCs that says:
Allied with, if they're fighting someone, help them: List of allies
Neutral to: List of neutrals
Hostile: List of NPC will kill on sight factions
And a fourth one:
DO NOT ATTACK UNDER ANY CIRCUMSTANCE: list of everything that won't get attacked, overwrite other relationships for NPC vs NPC combat...
