"There is a new HF bank in New York for your use, however other non warring factions can use it for transfers and sell weapons to it. However other factions must pay a small fee to use it, which for most is not a big issue. Donote at least 20mil to it each if you are not participating in the fleet admiral contest. And put spare weapons in the bank if you have them."
