Simple or so it seems to be.
Capital ships
Frigates for all houses
Cruisers an battle cruisers for bretonia an RHeinland to which they lack but need ( Kusari have the first an are getting latter)
Light carriers to all houses
Carriers to Bretonia, Kusari an Rheinland
Dreadnaughts to Bretonia (Kusari battleship is pretty much a dreadnaught an im not sure if rheinland needs one)

THis effectively gives Proper equal balance to capital ship types for all houses the abilities for players to role play such and adds proper cap ship variation
