Today I noticed a little lack of presence from police and navy forces as well. Maybe they were busy somewhere else, doesn't matter, a pirate tried to take the chance and established a little business between Manhattan and Fort Bush. I found him there in his bomber and figured out it was a Liberty Rogue by the name of Copper Harris. He tried to run, so I had to chase him through the whole system and into the Badlands where I finally managed to hit his steering and make him crash into one of the rocks.
