Regarding Red Deer Station, I don't think the rogue's would want to attack a station, their goal is to pirate, not destroy. Besides, if the rogue's did attack the station, chances are the LPI would stp up their game in that system.

And then the rogues would have to deal with over 9000 stations instead of 1.
