To answer the latter part of your question first, from around 19:30 GMT yesterday, to about 22:00 GMT the server was at 197-198 players. That meant that you had to use several attempts to get in, and if you had a high latency to the server, you really needed to be lucky not to get the unable to connect message.
You can be pretty sure, that even if you cannot imagine it, it will happen a lot if a ship can be hidden inside a station, a sun, or a planet. Just have a cameraship as one of your 5 characters pr. account, and you can be allways on. Fly it inside a planet, set speed to 15, and circle, alt-tab out of FL, go do whatever you want for however long you want, come back alt-tab back to FL, and hey presto, no need to reconnect, just fly out of the planet, and dock with it, then switch characters.
It negates all the hard work Cannon and others has put in to the idlekick functionality, made to ensure that both server bandwidth usage and accessability for all players are kept fair.
As I said, the idea seems to have merit at a first glance, but it opens up a can of worms. With human nature the way it is, it is better to keep the lid on that can.
