Well, it's nice to see how you 'guarantee' the Rheinland to be pirate free.;)You got me interested there I tell you that.
But I think the only way I see this to provide good RP experience for both parties (trader and RM) is to state that all the traders who have paid the tax are entitled to escort to Rheinland borders.
That way you can neatly have
A) the actual fund transfer operation
B) control that the trader is out-bound with Rheinland goods
C) provide return for the tax money for traders
D) get RP conversation out of it
E) have your presence in all Rheinland systems (who knows what you might find there instead of being in Hamburg/Berlin)
F) provide Rheinland unlawfuls big amount of roleplay opportunities to try to pirate the traders (and think about the propaganda we can hurl at your ever more tightening grip on Rheinland)
