Well, I considered it something to reopen your borders to Liberty again, but with taxing the leaving traffic now that wouldn't make sense, yes.
But I have to agree with others that it will most likely scare away some traders. Not sure if it will affect me, most likely I'll forward the information, that those Gaijins from Rheinland dare to 'steal' money from Kusari, to our friends along the Hogosha. Maybe the traders from Rheinland will have to finance the war against Bretonia then;)
But on another note: If this passes through maybe other houses will follow, which will spread the traders more equal again.
Oh and Montezuma: You should try Kusari these days, it's not New York, but it's also not as empty as you might think, though we sadly have an annoying amount of blockade-runners along the population. (Half the Rheinland corporate traders I've seen have possibly never been to Rheinland after buying their ID, but quite often in Bretonia and Kusari)
