It's oorp in a big way.

The Kusari government is mostly neutral to Corsairs. So it's not completely OORP, but it is pushing the limits.

That said, the best way to deal with this is to let me and the Black Dragon Society know. This is the first I'm hearing about this. Aftyn, if you don't mind, please get me the details on Skype and we'll handle this INRP.

A big part of why the Corsairs are neutral to the government is that we the Hogosha keep them out, they respect each others borders and the Corsairs don't cause problems. So no we can't have Corsairs smuggling openly in Kusari, they can possibly bring supplies to the Hogosha directly but we'll need to work that out with them officially. Any Corsairs smuggling in Kusari will not be protected by the Hogosha unless we worked out something with them ahead of time.
