Maybe reword the last sentence to, "favouring smaller shipping companies as targets, as opposed to the more influential and well connected larger corporations and their Police protectors"?

I think that says is all. the quote gives the example of medieval bandits who "robbed from the rich and gave from the poor"
And then goes on to say Gallic Brigands do the Opposite which would be "Robbing from the poor, and giving to the rich"
