How about however kills a pirate, get's paid immediately by the server.
I mean the server knows who killed someone. It appears in the death message:
XXXXX was killed by YYYYYY (Gun)
Then perhaps the server can check, if XXXXXX is pirate and YYYYY is lawful, then YYYYY gets money.
