I feel your pain but rp is not for people who want to sit infront of manhatten and listen to comms. Your rp is what happens to you, and if you are not the part of an action, you are not going to enjoy the rp associated with it.

So in essence their are multiple rp situations going on around you, you just need to be around 15k of them to enjoy them.

/l is an integral part of rp I think.
