It seems to be a very common misconception that Outcasts can go anywhere. They should probably know that their ZoI does not include:

Cambridge, Dublin, Hudson, Bering, Colorado, Galileo, Kepler, Shikoku, New Tokyo, Rheinland, the Omegas

But, who is going to teach them all that...

We will. All of us who know how to take screen's, and send them to authorities. Simple as that. They loose those purdy ship's,and they cannot enter bad places.
