Then I'd like to officially report the one who reported me seeing as I was fleeing for my life. The Guard base I ran to and have it listed as a Neutral base for a while now. I couldn't land at a base that was hostile to me.

The point is that you should not have been neutral to the Guard base to begin with, and you certainly should not have docked there just because "it was neutral to me". That isn't very good roleplay. You might be Planetform, but this is the guard system for the Liberty Navy, people who generally aren't best happy with intruders at the best of times and certainly not to members of foreign corporations, even if they do happen to be doing work for the Liberty Government.

WHO ever was chasing me did not follow rules of engagement, Continued to attack after I fled through a Jump hole and Continued firing on me until I got in range of the Baseships guns.

You were fleeing and he was pursuing. You fled to the jumphole first and entered it. He was perfectly entitled to continue pursuing and attacking you, as you were the one fleeing, by your own admission no less. The rules state that if you dock with a jumphole/jumpgate/station/trade lane etc then you are considered to be fleeing and may not enter that system/engage that player for 4 hours UNLESS you continue to be fired upon. Just because he used the jumphole to pursue you doesn't mean that you are now both fleeing from each other! It simply means you can continue to defend yourself against his continued attacks and fight back.

I don't see where the player chasing you sees it as a big joke. All I can see is you doing a lot of OOC and serious rules lawyering in system chat in an attempt to stop yourself from being pirated/killed. Granted, the "that is correct...1 million or you die" is not exactly the best roleplay in the world, but it covers the demand aspect of piracy well enough (and sadly is actually better than many demands made by pirates), and pirates are allowed to deal as much damage to your vessel as they like prior to making a demand, so long as they don't actually kill you before doing so. And yes, your screenshot is the same as one of the ones we got in our sanction report, and there really is nothing more to add. The sanction stands.
