Question still stands though, do unoffical goverment type groups have the ability to use this rule against others? Including against other offical factions and unoffical factions?

Some of these unofficial government type groups are formed of the leadership of official factions, so you'd think that they'd be treated as having official status, as their decisions have the backing of official factions.

Not all of them do though... I think. Not sure.
