It's common sense to restrict ship classes that you can't use on your ID.
I would agree with preventing people from buying battleships or 5ks when they can't use them, etc.
The same would go for red cells, perhaps.
Restricting white cells, however?
No. Just. Plain. No.
(In short, enforcing ID rules = good. Enforcing tech chart = bad.
One is quite black and white and the other is very subjective.)
