Caps cruising after smaller ships has always been a problem. Sanctions are the best way to deal with this. You should have known the unpaid hours of work you're going to be doing to have that shiny Administrator title placed in your profile. Another option than just dealing with it could be number eight, which is what Jihad Joe said in a few topics. Banning specific people from using capships because they cannot handle it. That would be shown by sanction reports. As for shield running, I hardly ever see that happen anymore.

My experience? I doubt it helps cruisers in anyway. Their issue is in the lack of the role they have. Tenacity's battlecruiser was severely nerfed from this, as was my Zoner Juggernaut. Large Battleships are basically floating lumps even moreso than beforehand. Now they are not only huge targets, They cant EK into battle and do what they do best. Pwning smaller battleships/capships up close. Not to mention the low recharge rate the BS powerplants already have, but this exasorbates it. Missions are now far more annoying as you have to spend 5 minutes going up in pulse speed to recharge and be effective in battle.
