Please let me address some of the points that you have brought up.

• We are struggle not only with tyranny of Royalists but also we must remain in good relations with Gallic citizens.As your presence in some systems might shake our position and fuel Royalists propaganda we would like you to avoid any incursions of your battleship in to high populated Gallic systems

As I've stated my intentions here is not to cause conflict. If we come across a Gallian Citizen we will treat them respectably Royal or council. If they decide to insult us then that is their choice. I Have no intentions in moving the Black Sun outside of Champagne and any 'Incursions' will be done in a fighter vessel.

• If you agree to do so we would be very glad to be your host on this mission. Form our side we will prepare small outpost on far side of planet Troyes and supply you in food and necessary materials. Due to dissimilarity of propulsion technology we cannot supply you in any other kind of fuel than oil. Also we will grant you special high secure docking pattern that will allow you to dock nearly unseen on all Le Conseil facilities.

We would be honored if you were to supply us with the basic necessity such as Food Water and Oxygen, although we will not be needing any fuel reserves as we acquired special fuel from the Zoners for this operation, As for the outpost. the Black sun has the equipment aboard for constructing a temporary outpost on the planets surface, all we would require is to have a harbor where we may conduct repairs if necessary, while exiting our space we took damage from opposing forces.

In return we would like you to:

1. -Share some of your knowledge about other Houses and criminal organizations
   
2. -Help us in securing our borders especially against so called Nomads
   
3. -Train our CSS agents to improve they operation skills

I would like to address the first request. Any information we have regarding the five houses and their criminal organizations, we may share providing that the information its self is not sensitive.

Your second request. Defending against any Nomad entities is one of my organizations primary objectives. Nomads and Phantoms we may engage freely, due to their stance towards humanity as a whole, we may not engage any other vessels then those stated. expect in self defensive situations, we're not here to cause conflict or join a war.

Third, I would need background checks and personality profiles of any CSS agents that wish to take part in training. My organization is very selective of which individuals they accpet into its ranks let alone those that we train. if they have characteristics that makes me think they will abuse this privilege then I will deny their request to take part. providing my superiors allow this request.

I would also like to request that your High Command members sign the arrangement that we will come to, to ensure we are all on the same 'page', to avoid misunderstandings. Secondly, I would like to request that a Le Conseil operative travels out here with an escort, to receive the gift I had stated in the first transmission.
