The Gallic Royal Navy cannot meet the demands of supplying your forces with the XJ-3 Lynx VHF. Before the shortage becomes a critical issue of national security and because you have not yet taken the necessary steps to restrict the access of the Lynx amongst your officers, the Gallic Royal Navy states thus:
All pilots of the XJ-3 Lynx within the Gallic Royal Police must be the rank of Captaine or higher (a maximum of 5 pilots) and are held to the strictest standard of conduct and honor.
To be frank, the Gallic Royal Navy has serious reservations about the widespread use of a military vessel being used by common officers of the law. It is an elite combat fighter and therefore belongs to the elite few who can accept the responsibility of flying such a ship. You, Directeur, determine who is responsible enough amongst your officers to handle this privilege, and I remind you that the abuse of such rights have very severe consequences. The Gallic Royal Navy will not tolerate any type of abuse or misuse of their finest fighter. I trust certain issues of... misbehavior that plague the history of your organization will not force the Crown to reconsider withdrawing the privilege it has granted the Gallic Royal Police.
