I see 17 people within the official Gallic Royal Police roster. Our terms are thus: all pilots of the Lynx must be experienced and trustworthy officers (proven by the rank of Captaine). You currently have seventeen people within the GRP - the Gallic Royal Navy has supplied a MAXIMUM of 17 Lynx fighters for these individuals TO BE USED when they are experienced and trustworthy officers.
Also, as the old Gallic saying goes: "The King giveth, and the King taketh away." If an officer is caught using his Lynx in a several inappropriate way... the Crown forbid! ... the Gallic Royal Navy has the right to revoke the PRIVILEGE of using the Lynx for the guilty pilot. That does not mean that another pilot gets to use the Lynx. The Lynx is confiscated. For good.
Here's an example: Officer Jacques is a Captaine, one of the seventeen officers in the registry, and is flying his Lynx. He spies an EFL transport and decides to "encourage" the pilot to pay for protection through the system. If proof of such dishonorable and corrupt actions ... evidence of criminal offenses... falls into the hands of the Crown... he loses his privilege to fly his Lynx. This is all the punishment the Crown and Navy will demand for the FIRST offense... the Directeur can decide to punish the officer more severely if he so chooses. If the offense happens again... well... someone's head will be on a platter.
So 17 pilots = 17 Lynx fighters. Not a single more than that.
The pilots should be the rank of Captaine or higher.
If a pilot loses his Lynx, the GRP only has 16 fighters. So on and so forth.
In this way, there is a measure of guarantee that the Lynx will only be used by the most TRUSTED officers and will not be used for... misbehavior.
