A patrol area is different from a administrative area. You are confunding things.

Pirates can scan and demand cargo anywhere, because they are pirates. Lawfuls cant do that. Lawfuls can scan only inside their home systems. The patrols present in independent systems is no justification for such action. Also those patrols are composed of fighters, not battleships. I agree with Alpha that this will cause a lot of problems because of areas of influence inside a independent system.

Now, I think the SA is becoming too much imperialistic, with the sending of capships to Kusari space. A kusari is supposed to take as ofense to see his leadership asking for help to foreigners against pirates, specially the liberty navy who have links with the BAF. But, on the other hand, the current kusari government is corrupt, and this give reason for a strong RP for the blood dragons. I must point out that BD are not only pirates, but freedom fighters as well, and as they see the SA in Kusari space, they have more reasons to fight and to grown in numbers.
