The Kusari Naval Forces High Command understands the plight of the traders who have been pirated. We apologize for this. But we are understaffed. Therefore, if we cannot successfully repulse this threat within the next five days, all non-Kusari forces will be banned from entering Kusari space, under penalty of being shot.

Needless to say, we severely hope that this does not become the case. But our loyalties lie with Kusari trading interests, and if the pirateable 'unaffiliated' are not there, Samura and Kishiro will be under significantly less pressure.
