It's canon that Liberty is more powerful. In the blurbs it says that Liberty claimed more main sequence stars and earth-like planets. And it's rumored that LIberty can take on two houses at once, but of course rumors are just that.

Carlos raised a good point, where do the Zoners fit? In Vanilla they were squatters, but with their much publicized neutrality they've gained quite a bit of wealth. (As well as Battleships) Gran Canaria has already proved to be a point of contention. Can they beat an entire House? I don't know.
