the BPA tried to launch a full scale attack against Gaian installations in Edinburgh. Islay base was well protected because Peace agents inside BPA told them about their plans. The BPA forces in Edinburgh were finished in less then 3 hours and the Peace Organization managed to get their heavy vessels out of there in one piece and prepared a devastating counter-attack on Glasgow Station and Stokes Mining Station. The two simultaneous attacks destroyed the stations defensive systems but failed to take over any of the bases.

Also, a massive, and deadly attack on Stokes and glasgow would have been noticed by the vast majority of the Brets. Replacing a massive hit on Islay with a massive hit on both stokes and glasgow? I'd wager that the reasoning behind the attack on islay being removed could, just possibly, apply here?
