I just wonder why those facilities weren't implemented on outcast bases so the crews there still have to visit Malta every now and then ...

I'd always imagined they were, since Outcast players never care if =CR= does a blockade in Tau-23. They always just said "We have plenty of cardamine on Cali" and left it at that.
