Ehm ... after i saw in rules Bounty notice thing ... now i am well confused

We cant place bounty in game?

We cant collect bounty from someone who placed bounty on someone in game?

I mean i fly with my Merc, Rogue puts bounty on Navy guy, i kill Navy guy and i get money from Rogue... we can't do this any more? All this in game without visiting forum or placing bounty there.

Edit: I just figured out i put this in wrong section of forum, ah well.
