I had some similar idea about goverment "faction" but when I talked with RM high-command, they told me that Kanzler is RPed mainly by RM Admiral Malte, but Admiral is inacctive and the new one is not RP it, as I have heard. Also Rheinland lawful factions are doing something similar, so I didn't even tryed. However, I endorse this idea and I think this would make order.
